Substance which, at certain concentrations in water, presents a risk to public health, animal health or living beings and ecosystems in general. Certain substances and their effects are relatively well identified (heavy metals, some micro-pollutants). For others, the risk to public health and ecosystems is difficult to assess, thus deeming it prudent to use the precautionary principle. We then speak of "toxic risk".Source
