Planning document with a regulatory purpose setting out basic guidelines for an agglomeration and harmonizing State programmes as well as those of local authorities, public institutions and services. The master plan for urban planning and development (SDAU) is thus a coherent framework for action for urban planning and the restructuring of urban areas. In the Urban Planning Code, the expression "the Master Plan for Urban Planning and Development" was replaced by the "Master plan".
