Prevention document aimed at controlling urbanization in areas exposed to a hazard. Established by the State, the risk prevention plans (PPR) are public utility easements and must be appended to the Local urbanisation plans (PLUs) of the municipalities concerned. The PPRs help delineate areas within which requirements may be imposed on buildings and land use. The natural risk prevention Plans (PPRs) pursuant to Law No. 95-101 of 2 February 1995, define exclusion areas (red zones) and prescription areas (blue zones). The technological risk prevention Plans (PPRTs) were established by Law No. 2003-699 of 30 July 2003. These plans apply to business activities considered potentially dangerous.
