Bias induced during an investigation, when respondents think they can influence the final decision, so they overstate their willingness to pay. Some people may also give a lower value in thinking that others will pay for them (stowaway phenomenon). In fact, these people have no interest to reveal their true preferences, if to hide them gives them a greater advantage.
