Value of the mean monthly flow at the nodal point (key management point) above which we consider that all uses (activities, abstractions, discharges, etc) made downstream of the nodal point are in equilibrium with the proper functioning of the aquatic environment. This is a structural goal, set out in SDAGEs, SAGEs and equivalent documents, taking into account the development of uses in a certain time horizon (10 years for the SDAGE). It can be given a margin of tolerance and modulated during the year depending on the regime (seasonality). The aim of this low-water regulating flow is achieved by controlling authorizations for upstream abstractions, by mobilizing new resources and water saving programmes on the upstream side of the stream and by a better functioning of the hydrosystem.
