Administrative procedure by which a public body (the State, a town hall, a local authority...) invites the public to give its opinion on a development project. Opinions are collected by an Investigating Commissioner, who then issues a reasoned opinion. This opinion is then used to carry out an impact assessment study. Public inquiries are by definition available to the public and always modifiable by associations and other public groups during the consultation period.
